Russia relies heavily on US- and western-made memory chips, GPS receiver cards, ku-band and over-the-horizon radar, and gyroscopic and inertial guidance controls. And on the free use of US military GPS (navigational) and data satellite signals. Since 2017 we have supported US and UK efforts to curb the supply of Western chips to Russian and enemy markets, and to innovate ways to identify and exploit Western chips and other electronics already in use in Russian, Chinese, and terrorist fleets.

Our CEO has said since 2017 that the best 'sanction' the US could ever enforce against Russia, North Korea, Iran or China would be the removal of physical access to US GPS by these enemies and terrorist nations.

Many of Russia's military entities use holding companies lik Rolf to protect their mission or leadership. Just because an entity is not on a US (or NATO nation) SDN or sanctions list does not mean it is not sanctioned in another iteration, or that it should not be sanctioned.
