THE PRESIDENT: Thank you...

And, folks, for those who have lost a loved one .. if your loved one is missing or unaccounted for, I know .. that black hole in the center of your chest that just pulls you in, suffocates you...

The hurt can be overwhelming...

Evan Carpenter

Kidnapped from Virginia Christmas 2005, and still missing. No maternal dna identification.

US Treasury agents and UK MPD detectives, and Scotland Yard, looked for Evan. Every alleged sighting or lead has turned out to be false, year after heartbreaking year.

This was "Lion," Evan's favorite stuffed animal. It was given to Evan for his last birthday, a couple of months prior to his kidnap, by FBI friends of his mother.

Loss of the family's Orlando golf course pool home - allegedly over his mother's September 11 government service - leads to tragedy for Evan and his entire family

Evan and his mom moved to Virginia after the devastating and  total loss of their beautiful new, two-year-old pool home in Orlando, Florida. The home was contaminated with '27 deadly substances,' including black mold and man-made substance. The mortgage company ruled the contaminaton an 'act of terrorism' and refused to replace or cover the loss - due to publicized harassment and stalking of mother and son over her alleged September 11 federal work; local police had  repeatedly stopped strangers from breaking into their home, or going through their trash to find 'tips' to sell. They left wonderful friends, and a cul de sac full of close friends to Evan and moms just like his, who did everything together.

After their home was found to be contaminated and unlivable one day, a few months after the Sept. 11 attacks, the family ended up in the hospital with breathing issues and authorities descended on the home and sealed off all the entrances. It looked a lot like the classic film,  "ET.'  Neighbors sat in lawn chairs watching the de-contamination and trying to keep burglars out. Nothing was allowed to be removed from the home, and all of the family's photos, school work, everything was lost.  They could only take their pet birds and Evan's dwarf bunny. Evan's mom negotiated a $1 million settlement with the builder for partial liability,  but when she flew with Evan to a family emergency with her elderly mother out-of-state, the builder withdrew his offer.  So Evan and his mom had to leave paradise.

Evan was a US-UK citizen, like his mother, at the time of his kidnap. So even the European Justice Commission, US State Department, the International Red Cross, and other entities listed Evan and supported his search. One potential motive rumored to be involved was his mother's CIA and US Oval Office affiliation to September 11, 2001 national security work. And the illegal exposure of her personal and family CIA work and affiliation. Or her alleged support for US Senate investigations into 9-11. His birth father was estranged 10 years from the family and under protective orders against contact, and had a history of violence and drug abuse in the UK.

Phoenix

"Phoenix' Clues used to scare Evan and his mother in Space Coast area prior to the kidnap; and a map with Phoenix circled in red found in the vacant apartment home above theirs, in Virginia. In keeping with USAF and USAR investigators advising Evan's mother that a 'mentally ill' male, or a 'revenge' motive was most likely involved. Or a male network 'trying to protect itself.'

Why "Phoenix?" Phoenix was at the time the HQ for Mesa Air, which was quiet owner of the involved September 11 airlines. But his mother had taught air safety at the Sanford FL AA Pilot Training Centre. They liked her. And every airline supported every US military, intelligence, and other responder. Things made no sense.

Tips Submitted Directly to Virginia Should be Resubmitted

In 2015, on a tip to Evan's mother,  FBI discovered that Virginia law enforcement had 'lost' both the original kidnap report by Evan's mother and his official kidnap file. Which contained forensic evidence including the Arizona map and a coke cup submitted for prints, and eyewitness reports. And that 'someone' in Virginia law enforcement had removed Evan from the National Missing Children's list - without the approval of Evan's mother.

Both acts - losing a parental kidnap report, and removing any missing person without the approval of the custodial or guardian parent (Evan's mom) - are US Federal Felonies.

A few years later, Evan's mother was told by friends and colleagues that a Virgina male was telling everyone he was allegedly 'investigating' her.. as a sheriff's deputy.. But Colorado police & federal authorities intervened to give her further information -- the male had not worked for any government law enforcement agency for at least 3 years, and had recently not passed a law enforcement police chief's clearance exam in Colorado. He was instead living in Arlington, VA and working for a popular US DOD Intelligence contractor, which provided him access to cleared facilities, and probably the use of phones and emails.

This male had been the Special Ops Commander for the county where Evan had been kidnapped from, and likely would have had access to the Evidence Room. Why was he stalking Evan's mother and attempting to stigmatize her with friends and colleagues years later? How had his current DOD Intelligence contractor missed this?
_______________

Evan's file was sealed in Florida and alarmed against tampering or access; and Virginia was barred from his kidnap case.  But tragically, Virginia's loss of critical evidence removal of Evan from the NCMEC roster for an unknown period of time meant that his mother and FBI did not know if valid tips or sightings of Evan had been submitted.

Use our secure, confidential contact form (below); or please leave a message on our recorded general vm at +1 (202) 681-6428; or if abroad, with any US consular or state department office. Or with the US-DOJ office of NCMEC in Florida or Alexandria, VA.

Or, please contact US Senator Marco Rubio, R-Fla, who has twice now supported Evan's mother in reopening his cold case with US FBI. Sen. Rubio has Washington DC and Florida offices. Or you may also contact US Senator Rick Scott, R-Fla, or Fla Gov Ron DeSantis.

No matter how many years go by, every missing person and their family deserve justice. And closure. And however unlikely there are still cases where very young children had names changed or were moved out of country, and forgot who they were, and were eventually found.
US Treasury has worked with Evan's mom several times, without success. And USAF Forensics Lab has looked for a maternal match.
