Flagging the Russian 'Emerald" Empire

We began flagging EMERALD - a global conglomerate of inter-laced scientific, real estate, military supply chain, communications, internet, water purification, energy, and agricultural entities - to US and UK authorities as early as May 2022. When our company was approached or recruited to support the Russian military and banking communities, under the guise of US entities posing as US Government vendors. In February 2023, the UK Government formally sanctioned and charged with AML and other criminal violations, the first of the IZUMRUD ("Emerald") family of companies. EMERALD and its affiliated Russian companies - Rostekh, Spectre, Almaz-Almay - when combined with its global second-tier suppliers and customers, are embedded in almost every region of the world. Including heavy US, South American, and EU influence and supply chain and banking involvement.

Raising the Bar - Our Petition for US DOJ-DC Crime Victim's Restitution Against IZUMRUD


Since January 2023, the US Department of Justice's Community Prosecutor's Office in Washington DC has asked DC US Attorney Matthew Graves to provide us formal crime victim's restitution for financial fraud and other criminal violations, including enticement to violate sanctions and undermine US and NATO efforts in the Ukraine, from confiscated Russian currency funds. We have asked for only minimal, baseline costs - roughly $200,000 - in restitution; leaving the a large punitive award (our actual losses were staggering, in the tens of millions), to go to  Ukraine efforts, and to defray the cost of investigating and prosecuting more rapid, actual military supply chain and banking support for the Russian military.


In such a tough, emerging-pandemic economy, the publicity of such awards - for US citizens and US Federal Government contractors and small business defense vendors like ourselves - will encourage others to come forward with elevation of other Russian sanctions and military violations, with the confidence we never had, of their financial losses from such action, being reimbursable. And with the assurance that any blacklisting or harassment or financial or physical threats by Russia or its affiliated US persons or entities, would not be tolerated. After the August 2022 'fallling' death (ruled not a suicide) of pro-Ukraine investment banker Dan Rapoport from a Georgetown, DC rooftop bar, these are valid concerns in the Washington metro area.


The best intelligence in stopping the real world of global military and banking support for Russia's inhumane acts on the Ukraine, will come from those in the field - defense industry, energy and manufacturing, and finance - and not from attorneys. But asking someone to risk losing their pipeline, or face other risk, to 'do the right thing' is not practical after 3 years of hardship. These are simple, fast steps the US, UK, and other governments can take. With precedent in our federal (US) law, and UN Mandate, for governments holding confiscated Russian currency.
